OneNote for Mac doesn't support creating and opening local notebooks.
You can create and open a local notebook only with OneNote in Office under Windows system. It is also the only one that can support local notebooks.
Others, OneNote for Mac, OneNote for iOS, OneNote for Android, OneNote for Windows 10, and Watch OneNote do not support local notebooks.
