OneNote doesn't offer the ability to disable screen clip timestamps.
However, you can delete this screen clip timestamp with shortcut keys:

First, insert screenshots and timestamps using OneNote's Screen Clipping feature normally
Then, press Ctrl+Z
Then, press Ctrl+V

This will eliminate this screen clip timestamp.
